CONSULTATION ON PROPOSED CHANGES TO THE LOCAL GOVERNMENT PENSION SCHEME (ADMINISTRATION) (SCOTLAND) REGULATIONS 2008
Consultation period 31 October to 12 December 2008
Proposed additional provisions to be inserted into the above regulations as follows:-
- to allow administering authorities to recover additional costs from employing authorities which have been incurred and were attributable to authorities' level of performance.
- to enable administering authorities to set our procedures for liaising and communicating with employing authorities and to establish levels of performance which they and their employing authorities were expected to achieve in carrying out their scheme functions.

CONSULTATION ON PROPOSED CHANGES TO THE LOCAL GOVERNMENT (DISCRETIONARY PAYMENTS AND INJURY BENEFITS) (SCOTLAND) REGULATIONS 1998
Consultation period 10 September to 31 October 2008
Draft regulations have been issued for consultation which will make provision in the above-named Regulations, from 1 April 2009, for a third tier ill-health lump sum compensation payment, payable at the discretion of the employer in circumstances where a scheme member has ceased to be employed on capability grounds but is not deemed to be permanently incapable of carrying out efficiently the duties of that employment
The amending regulations will also increase the maximum lump sum compensation payment which may be awarded in cases of redundancy or efficiency from 66 weeks to 104 weeks’ pay.

The Scottish Government today issued a Press Release to announce the agreement reached reached by SLOGPAG. A copy of the Press Release and Heads of Agreement document, signed by all parties involved in discussions, can be accessed by this link.
Consultation is now taking place on Regulations governing the new scheme, which consist of 3 sets of regulations as follows:-
- The LGPS (Benefits, Membership and Contributions) (Scotland) Regulations 2008
- The LGPS (Administration) (Scotland) Regulations 2008
- The LGPS (Transitional Provisions) (Scotland) Regulations 2008

CONSULTATION ON PROPOSALS FOR THE NEW LOCAL GOVERNMENT PENSION SCHEME FOR SCOTLAND – PRESS RELEASE (30 JULY 2007)
Consultation Period 30th July - 31st October 2007
Proposals have been outlined for the new Local Government Pension Scheme (LGPS) in Scotland. These proposals have been jointly developed over the last 6 months by a tripartite group comprising of representatives from the Scottish Government, COSLA and Trades Unions. These proposals have been developed to meet the varied needs of a diverse workforce, balanced with the requirements of employers.
Among they key proposals in the new scheme are:
- Defined benefit final salary scheme, with a normal retirement age of 65
- Accrual rates of 1/60th with option to commute up to 25% of fund value into lump sum
- Increase in Lump sum death in service grants to 3 x final salary.
- Ill-health benefits. Two or three entry points proposed
- Dependants’ benefits payable in respect of widows, widowers, civil partners, plus unmarried partners who cohabit, at rate of 1/160th.
- Increased flexibility in the run-up to retirement
The consultation process is now underway and views and comments are welcomed from all those with an interest in the scheme. Responses received will inform final decisions on the key features of the new Local Government Pension Scheme for Scotland. The consultation process will close on 31st October 2007.
