Pension Change Project (updated November 2008)

Changes in the Administration Arrangements of the National Health Service and Scottish Teachers' Superannuation Schemes: Issue 6.

On the 19 March 2007 we agreed a contract with Heywood Ltd to supply SPPA with the Heywood pension administration system known as AXISe. The contract commenced on 19 March 2007 and will run for a period of 8 years.

During the past 19 months Heywood Ltd and SPPA have been developing the AXISe system for the schemes which SPPA are responsible for.

It was agreed in the early stages of the project that the Teachers scheme would go-live initially followed a few  months later by the other schemes the Agency administers. Following the Project Board meeting held 26 August 2008 and also approval from the OGC Gateway review,  the administration of the Teachers scheme switched to Heywood’s AXISe system at the end of September 2008.

At its meeting on 6th November 2008 the Project Board took the decision to reschedule the go-live date for the implementation of AXISe for the NHS scheme. The go live date for NHS will now be in May 2009. The Board concluded that due to the continuing and additional business pressures across the Agency, early May 2009 would be a realistic date to aim for and would minimise business risk. In addition a more substantial period between the STSS and NHS go live dates will enable us to carry out a review of the progress to date and use lessons learned to further improve the process for the NHS implementation.

During 2009/10 further developments are planned to introduce new methods of exchanging data with third parties and the introduction of internet based services for employers and members. Further information and updates will be provided as we develop these services in 2009.
