You will find below a list of all circulars issued to employers by our Policy department recently. These circulars are issued whenever an important issue relating to the administration or Scheme Regulations arise.

2009

Letter to Employer (pdf 149 kb) issued 2 December 2009.  This letter seeks the assistance of all employers with staff retiring from the Scottish Teachers Superannuation Scheme with regard to their submission of retirement application forms.

Circular 2009/8 (pdf 95kb) issued 27 November 2009.  This circular advises on the increase in minimum pension age from 6 April 2010.

Circular 2009/7 (pdf 154kb) issued 28 October 2009.  The purpose of this circular is to advise employers of the arrangements for the distribution of the annual personal benefit statements.

Circular 2009/6 (pdf 98.6kb) issued 11 September 2009.  The purpose of this circular is to provide information on dealing with the pension provisions for new appointees and members leaving the scheme and how we can work together to do this.  Leaving the STSS leaflet, Joining the STSS leaflet, OPT OUT form.

Circular 2009/5 (pdf 158kb) issued 31 July 2009.  The purpose of this circular is to notify employers of a data cleansing exercise currently being undertaken, of the different factors used when purchasing AP and AP contracts for supply teachers.

Letter to employer (pdf 30 kb) issued 8 July 2009.  This is a reminder letter informing employers of the situation regarding August Retirement applications.

Circular 2009/4 (pdf 42kb) issued 25 June 2009.  This circular provides information to employers on the recent changes to Ill Health Application form and Medical Report form.

Circular 2008/5 (pdf 145kb) issued on 19 August 2008. The purpose of this circular is to advise employers that from 1 October 2008, Atos  Healthcare will provide medical advisory services to SPPA.

Circular 2008/4 (pdf 61kb) issued on 7 August 2008.  This circular advises of changes to the handling of Ill Health applications and IDRP arrangements from 1 October 2008.

Circular 2008/2 (pdf 93Kb) issued on 4 July 2008.  This circular advises on the making of the Teachers’ Superannuation (Scotland) Amendment Regulations 2008  (SSI 2008/227), which make amendments to the Teachers’ Superannuation (Scotland) Regulations 2005, the Teachers (Compensation for Premature Retirement and Redundancy)(Scotland) Regulations 1996 and the Teachers’ Superannuation (Additional Voluntary Contributions) (Scotland) Regulations 1995.

Circular 2007/9 (pdf 70kb ) issued on 14th December 2007. This circular advises on the Government Actuary's valuation of STSS as at March 2005 and deferment of increase in employers' contibution rate.

Circular 2007/3 (pdf 147Kb) - issued on 28 March 2007. This circular provides information on the Pensions Increase (Review) Order 2007.  SI2007/801 and Multiplier Tables at Pensions Increases.

Circular 2007/2 (pdf 161) - issued on 22 March 2007.  This circular advises on the making of the Teachers' Superannuation (Scotland) Amendment Regulations 2007 (SSI 2007/189) which introduce Pension Reform Changes and changes to the employer and employee contribution rates.

Circular 2007/1 (pdf 58Kb) - issued 30 January 2007.  This circular provides information on the making of the Teachers' Superannuation (Scotland) Amendment (No2) Regulations 2006 (SSI 2006/605).  These regulations make changes to the Teachers' Superannuation (Scotland) Regulations 2005 (SSI 2005/393), the Teachers (Compensation for Premature Retirement and Redundancy) (Scotland) Regulations 1996 and the Teachers' Superannuation (Additional Voluntary Contributions) (Scotland) Regulations 1995.

2005

Circular 2005/6 - issued 6 December 2005. draws attention to the making of the Teachers' Superannuation (Scotland) Regulations 2005 (S.S.I. 2005/543).   These regulations make changes to the Teachers' Superannuation (Scotland) Regulations 2005 (SSI 2005/393), the Teachers (Compensation for Premature Retirement and Redundancy) (Scotland) Regulations 1996 and the Teachers' Superannuation (Additional Voluntary Contributions) (Scotland) Regulations 1995.  The new regulations come into force on 5th December 2005 and make the necessary amendments to implement the survivor pension provisions of the Civil Partnership Act 2004.
